    NOTICE OF MEETING 

    Pursuant to Hawaii Revised Statutes (“HRS”) chapter 92, the Campaign Spending Commission (“Commission”) plans to hold this meeting remotely by interactive conference technology with Commission members, Staff, and Respondents participating simultaneously.  Individuals and members of the public can participate, testify, or view and listen to these live, online meetings by using the link below.  Members of the public may also appear in person to view or provide testimony at the location indicated below.  Testimony may also be submitted in advance via email (csc@hawaii.gov), fax (808-586-0288), or mail (235 South Beretania Street, Room 300, Honolulu, Hawaii, 96813).

    *Proposed Conciliation Agreement No. 25-10 – In Re the Matter of Planned Parenthood Alliance PAC, Serving WA, AK, ID, HI, IN, KY – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the failure to file two (2) Statements of Information for Electioneering Communications in violation of Hawaii Revised Statutes sections 11-341 and 11-410.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($333.34).

    *Proposed Conciliation Agreement No. 25-11 – In Re the Matter of Big Island Motors, Inc. – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the late filing of the Final Primary Report in violation of Hawaii Revised Statutes sections 11-336 and 11-340.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($66.67).

    *Proposed Conciliation Agreement No. 25-12 – In Re the Matter of Olomana Golf Links – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the late filing of the Final Primary Report in violation of Hawaii Revised Statutes sections 11-336 and 11-340.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($66.67).

    *Proposed Conciliation Agreement No. 25-13 – In Re the Matter of La Hui of Kaleo Nakoa – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the late filing of the Supplemental Report in violation of Hawaii Revised Statutes sections 11-334 and 11-340.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($100).

    *Proposed Conciliation Agreement No. 25-14 – In Re the Matter of Sam for Hawaii – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the late filing of the Supplemental Report in violation of Hawaii Revised Statutes sections 11-334 and 11-340.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($66.67).

    *Proposed Conciliation Agreement No. 25-15 – In Re the Matter of Friends of Kanoa – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the late filing of the 2nd Preliminary Primary Report in violation of Hawaii Revised Statutes sections 11-334 and 11-340.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($100).

    *Proposed Conciliation Agreement No. 25-16 – In Re the Matter of Friends of Gayla Haliniak – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the late filing of the 2nd Preliminary Primary Report in violation of Hawaii Revised Statutes sections 11-334 and 11-340.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($100).

    *Proposed Conciliation Agreement No. 25-17 – In Re the Matter of Friends of Gayla Haliniak – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the late filing of the Final Primary Report in violation of Hawaii Revised Statutes sections 11-334 and 11-340.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($100).

    *Proposed Conciliation Agreement No. 25-18 – In Re the Matter of Friends of Bud Stonebraker – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the failure to file the Supplemental Report in violation of Hawaii Revised Statutes sections 11-334 and 11-410.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($166.67).

    *Proposed Conciliation Agreement No. 25-19 – In Re the Matter of Friends of Chantel Perrin – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the failure to file the Late Contributions Report in violation of Hawaii Revised Statutes sections 11-338 and 11-410.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($250).

    *Proposed Conciliation Agreement No. 25-20 – In Re the Matter of Friends of Diamond Garcia – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the failure to file the Late Contributions Report in violation of Hawaii Revised Statutes sections 11-338 and 11-410.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($250).

    *Proposed Conciliation Agreement No. 25-21 – In Re the Matter of Friends for Dennis “Fresh” Onishi – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the failure to file the Late Contributions Report in violation of Hawaii Revised Statutes sections 11-338 and 11-410.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($250).

    *Proposed Conciliation Agreement No. 25-22 – In Re the Matter of Friends of Tina Grandinetti – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the failure to file the Late Contributions Report in violation of Hawaii Revised Statutes sections 11-338 and 11-410.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($250).

    *Proposed Conciliation Agreement No. 25-23 – In Re the Matter of Hawaii Civil Rights Voter Education Fund DBA Vote Yes for Marriage Equality – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the failure to file the Late Contributions Report in violation of Hawaii Revised Statutes sections 11-338 and 11-410.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($250).

    *Proposed Conciliation Agreement No. 25-24 – In Re the Matter of Friends of TK – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the failure to file the Supplemental Report in violation of Hawaii Revised Statutes sections 11-334 and 11-410.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($166.67).

    *Proposed Conciliation Agreement No. 25-25 – In Re the Matter of Friends of Reginald Garcia – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the late filing of the Final Primary Report in violation of Hawaii Revised Statutes sections 11-334 and 11-340.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($538.70).

    *Proposed Conciliation Agreement No. 25-26 – In Re the Matter of Friends of Luke Evslin – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the failure to file the Late Contributions Report in violation of Hawaii Revised Statutes sections 11-338 and 11-410.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($250).

    *Proposed Conciliation Agreement No. 25-27 – In Re the Matter of Friends of Terez Amato – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the failure to file the Late Contributions Report in violation of Hawaii Revised Statutes sections 11-338 and 11-410.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($250).

    *Proposed Conciliation Agreement No. 25-28 – In Re the Matter of Friends of Mark Hashem – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the failure to file the Late Contributions Report in violation of Hawaii Revised Statutes sections 11-338 and 11-410.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($250).

    *Proposed Conciliation Agreement No. 25-29 – In Re the Matter of Friends of Alexander Ozawa – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the late filing of the 1st Preliminary General Report in violation of Hawaii Revised Statutes sections 11-334 and 11-340.  The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($16.67).

    *Docket No. 25-04 – Andrew Walden v. Hawaii Republican Party – A complaint by Andrew Walden against the Hawaii Republican Party for filing a substantially defective or deficient report for failing to report the sale of its headquarters condominium in violation of Hawaii Revised Statutes section 11-340.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    The Commission may convene in an executive session pursuant to Hawaii Revised Statutes section 92-5(a)(4) to consult with the Commission’s attorneys on questions and issues pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities. 

    *Docket No. 25-05 – In Re the Matter of Noelani Ahia, Nadine Chase, and Vote Ahia – A complaint by the Executive Director against Noelani Ahia, Nadine Chase, and Vote Ahia for the failure to file the Supplemental Report in violation of Hawaii Revised Statutes sections 11-334 and 11-410.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    *Docket No. 25-06 – In Re the Matter of Robin Knox and Robin 4 Maui – A complaint by the Executive Director against Robin Knox and Robin 4 Maui for the failure to file the Supplemental Report in violation of Hawaii Revised Statutes sections 11-334 and 11-410.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    *Docket No. 25-07 – In Re the Matter of Veamoniti Lautaha, Vika Veliongo Lautaha, and Committee to Elect Veamoniti Lautaha – A complaint by the Executive Director against Veamoniti Lautaha, Vika Veliongo Lautaha, and Committee to Elect Veamoniti Lautaha for the failure to file the Supplemental Report in violation of Hawaii Revised Statutes sections 11-334 and 11-410.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    *Docket No. 25-08 – In Re the Matter of Jonah Martin Lion and Campaign ALOHA – A complaint by the Executive Director against Jonah Martin Lion and Campaign ALOHA for the failure to file the Supplemental Report in violation of Hawaii Revised Statutes sections 11-334 and 11-410.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    *Docket No. 25-09 – In Re the Matter of William Stonebraker, Melany McAngus, and Friends of Bud Stonebraker – A complaint by the Executive Director against William Stonebraker, Melany McAngus, and Friends of Bud Stonebraker for the failure to file the Supplemental Report in violation of Hawaii Revised Statutes sections 11-334 and 11-410.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    *Docket No. 25-10 – In Re the Matter of Theresa Texeira and Friends of Kinsey Texeira – A complaint by the Executive Director against Theresa Texeira and Friends of Kinsey Texeira for the failure to file the Supplemental Report in violation of Hawaii Revised Statutes sections 11-334 and 11-410.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    *Docket No. 25-11 – In Re the Matter of Mark Varize and The Committee to Elect Mark Varize – A complaint by the Executive Director against Mark Varize and The Committee to Elect Mark Varize for the failure to file the Supplemental Report in violation of Hawaii Revised Statutes sections 11-334 and 11-410.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    *Docket No. 25-12 – In Re the Matter of Timothy Wehrsig, Karen Cacho, and Friends of TK – A complaint by the Executive Director against Timothy Wehrsig, Karen Cacho, and Friends of TK for the failure to file the Supplemental Report in violation of Hawaii Revised Statutes sections 11-334 and 11-410.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    *Discussion of Publishing the Names of Candidate and Noncandidate Committees that Have Failed to Pay Fines as a Result of a Failure to File a Report on the Commission’s Website – A discussion of whether to publish the names of candidate and noncandidate committees that have failed to pay their fines as a result of their failure to file a report on the Commission’s website in consideration of Hawaii Revised Statutes sections 11-322(c), 11-323(d), and 11-340(f).

    5.       Report from Executive Director  Report on Compliance of Filing Timely Disclosure Reports.

    Agenda may be amended by the affirmative vote of four members of the Commission to the extent allowable by Hawaii Revised Statutes section 92-7(d).
