    NOTICE OF MEETING

    Pursuant to Hawaii Revised Statutes (“HRS”) chapter 92, the Campaign Spending Commission (“Commission”) plans to hold this meeting remotely by interactive conference technology with Commission members, Staff, and Respondents participating simultaneously.  Individuals and members of the public can participate, testify, or view and listen to these live, online meetings by using the link below.  Members of the public may also appear in person to view or provide testimony at the location indicated below.  Testimony may also be submitted in advance via email (csc@hawaii.gov), fax (808-586-0288), or mail (235 South Beretania Street, Room 300, Honolulu, Hawaii, 96813).

    Members of the public are invited to join this meeting with the above log-in information.  You will need a computer with internet access, a video camera, and microphone to participate. To avoid excessive noise/feedback, your microphone will be muted until called upon to testify by the Chair.  In the alternative, if you do not have remote access, you can come to our office located at 235 South Beretania Street, Room 300, Honolulu, HI  96813; however, seating is limited.

    *Proposed Conciliation Agreement No. 25-32 – In Re the Matter of Kako’o Zahz HewLen – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the late filing of the Final Election Period Report in violation of Hawaii Revised Statutes sections 11-334 and 11-340. The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($16.67).

    *Proposed Conciliation Agreement No. 25-33 – In Re the Matter of Friends of Domineque Bonifacio – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the late filing of the Final Election Period Report in violation of Hawaii Revised Statutes sections 11-334 and 11-340. The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($66.67).

    *Proposed Conciliation Agreement No. 25-34 – In Re the Matter of Cummings for Council – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the late filing of the Final Election Period Report in violation of Hawaii Revised Statutes sections 11-334 and 11-340. The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($66.67).

    *Proposed Conciliation Agreement No. 25-35 – In Re the Matter of Friends of Carole K Kaapu – The proposed conciliation agreement is offered to settle a claim by the Commission regarding the failure to file the Late Contributions Report in violation of Hawaii Revised Statutes sections 11-338 and 11-410. The Commission will consider acceptance of the conciliation agreement and assessment of an administrative fine ($250).

    *Docket No. 25-19 – In Re the Matter of Sheila Medeiros, Brandee Medeiros, and Friends of Sheila Medeiros – A complaint by the Executive Director against Sheila Medeiros, Brandee Medeiros, and Friends of Sheila Medeiros for the unauthorized handling of campaign funds in violation of Hawaii Revised Statutes section 11-324(d), failure to report expenditures in violation of Hawaii Revised Statutes section 11-333(b)(3), and filing false reports in violation of Hawaii Revised Statutes sections 11-331 and 11-333 as well as Hawaii Administrative Rule section 3-160-20.  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    The Commission may convene in an executive session pursuant to Hawaii Revised Statutes section 92-5(a)(4) to consult with the Commission’s attorneys on questions and issues pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities.

    *Docket No. 25-23 – In Re the Matter of Joel Borgquist and Red Dirt Campaigns, LLC v. Blake Boyd and Friends of Blake Boyd – A complaint by Joel Borgquist and Red Dirt Campaigns, LLC against Blake Boyd and Friends of Blake Boyd for the failure to report an expenditure in violation of Hawaii Revised Statutes sections 11-333(b) and 11-340(d).  The Commission to conduct an initial determination of the complaint in accordance with Hawaii Revised Statutes section 11-404 – i.e., summarily dismiss the complaint, investigate further, make a preliminary determination of the existence of probable cause to believe a violation of law has been committed, or refer the complaint to an appropriate prosecuting attorney for prosecution.

    5.               Report from Executive Director - Report on Compliance of Filing Timely Disclosure Reports; Report on the Certification of               Election Procedures and Updates; and Report on the 2024 Election.

    6.               Executive Session 

              *Consideration and Approval of Executive Session Minutes of Meeting on 12/18/24.

    7.               Next Meeting – Scheduled for Wednesday, February 5, 2025.

    Agenda may be amended by the affirmative vote of four members of the Commission to the extent allowable by Hawaii Revised Statutes section 92-7(d).

    If you would like to testify on any agenda item, please limit your testimony to 5 minutes per item.
