B. Committee on Beneficiary Advocacy and Empowerment – February 4, 2026
1. Request for approval to waive HB 2231 (Matrix 2), SB 3085 (Matrix 3), HB 2218 (Matrix 4), and HB 1754 (Matrix 8) from the Committee on Beneficiary Advocacy and Empowerment (BAE) to the Board of Trustees (BOT), pursuant to the Office of Hawaiian Affairs Board of Trustees Bylaws (September 4, 2025) Article VIII, Section M. These highlighted bills were not included on the February 4, 2026 BAE meeting agenda, but are being submitted by Administration to the BOT for bill position approval.

C. Committee on Budget and Finance – February 4, 2026
1. Action Item BF #26-01: Approval of a $500,000 budget for the Permitted Interaction Group (PIG), established by BOT Resolution Action Item No. #25-18 on December 18, 2025, for the purpose of negotiating the official position of the Office of Hawaiian Affairs (OHA) regarding
U.S. military land leases scheduled to expire between 2028 and 2031 with the United States Army, United States Air Force, United States Navy, and the National Aeronautics and Space Administration (NASA).

A. Legal Matters. The Board anticipates convening in an executive meeting pursuant to HRS§ 92-5(a)(4) to consult with its legal counsel and take any necessary action regarding the Board’s powers, duties, privileges, immunities, and liabilities related to alleged contractual claims and demands of a former OHA contractor.
B. Briefing and Authorization Regarding Potential Acquisition Opportunity.
The Board anticipates convening in executive session pursuant to HRS § 92-5(a)(3) to deliberate and make determinations regarding the authority of persons designated to negotiate and evaluate an acquisition opportunity involving all assets and real property controlled by a production and/or broadcast company serving the Hawaiʻi market, including authorization for the Chairperson, or designee, to enter into a confidentiality or non-disclosure agreement as necessary, request and receive non-public financial, operational, and other due-diligence information, and direct preliminary financial, strategic, and valuation analyses for the limited purpose of assessing the feasibility and potential trust benefit of such an opportunity, with the understanding that no commitment or authorization to acquire any asset or entity is granted by this action.

Community Concerns and Celebrations is not limited to matters listed on the meeting agenda. Hawai‘i Revised Statutes, Chapter 92, prohibits Board members from discussing or taking action on matters not listed on the meeting agenda.
The board packet will be available for the public to inspect at OHA’s main office located at 560 N. Nimitz Hwy., Suite 200, Honolulu, HI 96817, no later than three full business days before the meeting. The board packet will also be made available on Oha’s website, https://www.oha.org/bot as soon as practicable thereafter.

Testimony can be provided to the Board of Trustees either as: (1) written testimony or (2) live, oral testimony online or at the physical meeting location during the remote meeting.
(1) Persons wishing to provide written testimony on items listed on the agenda should submit testimony via email to botmeetings@oha.org or via postal mail to Office of Hawaiian Affairs, Attn: Board of Trustees Meeting Testimony, 560 N. Nimitz Hwy., Suite 200, Honolulu, HI 96817. Testimony is requested to be received at least twenty-four hours prior to the scheduled meeting to allow board members with sufficient time to review the testimony before the meeting. All written testimony will be posted on OHA’s meeting website. Please omit or redact any personal information (e.g., name, email address, phone number, home address, or materials) that you do not want to be disclosed publicly online.

(1) a computer or mobile device to connect to the remote meeting;
(2) internet access; and

Persons wishing to provide oral testimony at the physical meeting location can sign up the day-of the meeting at the physical meeting location.
Once your oral testimony is completed, you may be asked to disconnect from the meeting. If you willfully disrupt the meeting or do not disconnect on your own, support staff will remove you from the Zoom meeting. You can continue to view the remainder of the meeting on the livestream or by telephone, as provided at the beginning of this agenda.
Oral testimony online or at a physical meeting location will be limited to five (5) minutes. Oral testimony by telephone/landline will not be accepted at this time.
