II.                 Review and Approval of the March 25, 2026, Meeting Minutes

III.              Public Testimony

Individuals who are unable to provide testimony at this time will be allowed an opportunity to testify when specific agenda items are called.

In accordance with Hawaii Revised Statutes, Section 92-3, and the Committee’s prior vote on March 25, 2026, testimony will be limited to three minutes per speaker per agenda item, at the discretion of the Chair to modify this limit at any given meeting.

IV.          Chair’s Remarks:

a.    The Chair will present the milestones toward report completion approved at the last meeting (Exhibit A). The Working Group will be asked to review the milestones, make recommendations to adjust the milestones if necessary, and approve revisions, if any.

V.            Review information gathered to address tasks identified in Act 154 (2025), S.B. 742, S.D. 2, H.D. 1, C.D. 1, relating to data sharing: to address Hawaii’s affordability crisis and population decline by improving cross-agency data sharing and governance. The goal is to enable better-informed policymaking, especially around education, employment, and economic development.

a.   Data Exchange Partnership. A discussion about the data exchange partnership’s ability to address gaps in data collection, including high school to workforce data, federal employment data, and self-employment data, will be deferred to the next meeting.

b.    Existing Barriers to Seamless Data Sharing. A presentation will be made by a representative of the Hawaii Data Collaborative in response to the Working Group’s task to identify existing barriers to seamless and frequent cross‑departmental data sharing:

                                          i.    Thomas Lee from the Hawaii Data Collaborative will present proposed survey questions to gather input from DLIR, DOE, DHRD, ETS, working group members and relevant private sector stakeholders. Working Group members will be asked to provide feedback and suggestions on the survey.

                                         ii.    Thomas Lee from the Hawaii Data Collaborative will present findings from a scan of California, Colorado, and Washington with respect to identification of barriers to seamless and frequent cross-departmental data sharing.  Working Group members will be asked whether additional information is necessary, and, if so, to establish a goal and process for completing additional information gathering.

c.   Relevant Strategic Plans. Working Group Member Bennette Misalucha will provide information relevant to gathering plans that will be reviewed to ensure alignment between existing data-sharing efforts and relevant strategic plans from state and county governments, including the public education system, University of Hawaii, and workforce development council.

                                          i.    Ms. Misalucha will provide an overview of the work of the Department of Labor in connection with the Hawaii Generational Workforce Commitment, which established a 2045, cross-sector goal aiming to ensure all Hawaii residents have pathways to living-wage careers that allow them to live and thrive in their home communities. It is co-facilitated by the Learn, Work, Thrive Hui (composed of representatives of the Chamber of Commerce Hawaii and the Hawaiʻi Workforce Funders Collaborative).  It connects education, training, and employer demands.

                                         ii.    Working Group members will be invited to provide feedback as to whether more information is necessary to gather relevant strategic plans.

                                        iii.    Working Group members will be asked to recommend other strategies for gathering information as determined by the Working Group.

d.    Unemployment Record Systems. The Working Group will provide feedback to the Working Group facilitator about the process for assessing the ability for unemployment compensation wage record systems to include occupation, pay rate, and work location which was decided to involve requesting information of DLIR stakeholders and vendors and scanning the policies of other states to determine whether other states’ unemployment compensation wage records include occupation, pay rate, and work location. The Working Group will be asked to decide whether additional strategies are necessary.

e.   Gaps in Resources and Personnel. The Working Group will be asked to approve the Facilitator to conduct interviews to identify gaps in resources and personnel to effectively collect, share, analyze, and disseminate findings from data.

                                          i.    The Working Group approved requesting members to share a list of personnel/positions whose primary role is data collection or analysis, understanding that many roles throughout government require data collection, sharing, and analysis. The Working Group will discuss and decide whether this request is too difficult to implement and should be supplanted by a series of interviews or survey questions.

f.    Technology Upgrades. Recommended strategy to identify necessary technology upgrades, data interoperability, and modernization initiatives: defer pending gathering information and resources pertinent to sections a – d above.

VI.          Next Meeting: The Working Group will be asked to approve the next meeting date of June 26, 2026 at 11:00 a.m.
